Senior Program Manager for Health Workforce and Systems Strengthening

The Senior Program Manager is a Chapel Hill-based position providing leadership for program management and program development in support of health workforce (human resources for health) and health systems strengthening (HRH/SS) projects to achieve programmatic and technical excellence in program design, implementation and results. S/he is the Chapel Hill point person for the projects and provides technical, management and operations assistance and support to the projects' Chiefs of Party/Project Directors or other field-based senior staff. S/he ensures that the projects s/he supports have the technical, programmatic, financial and other inputs and resources needed to be successful and that implementation is in compliance with donor requirements and IntraHealth policies. And s/he plays a significant role in seeking new funding for HRH/SS work. The Senior Program Manager supervises one or more Chapel Hill-based program staff and may also supervise one or more field-based staff. S/he reports to the Director of HRH/SS Programs.

Minimum qualifications include an advanced degree in international public health or related discipline; minimum seven years professional public health experience with at least two of those resident in Africa working on health workforce/HRH and health systems strengthening-related activities, preferably in HIV/AIDS; demonstrated experience in project management with a USAID-funded health project (contract management highly desirable); demonstrated experience in project development and proposal writing; broad based knowledge of human resources for health and health systems strengthening issues, plus HIV/AIDS and reproductive health, in low resource settings; demonstrated ability to work with multiple-stakeholder groups and facilitate participatory discussions; excellent oral and written communication skills in English; and strong writing and editing skills for internal and external proposals, documents and presentations. This position travels internationally approximately 35% time and is based in Chapel Hill, North Carolina.
