Project Specialist 2

The Project Specialist is responsible for providing program operations and management support for regional and country project and/or country programs. S/he assists Technical and Operations staff on the Capacity Project with ensuring a strong link between IntraHealth foundation systems and services (e.g. finance, contracts, and human resources) and the projects, including financial and subcontract/subgrant management. S/he assists with project monitoring and deliverables, and provides support to the regional or country staff with whom s/he works. S/he is based in the Chapel Hill office and works closely with and reports to an Operations Officer and supervises no staff.
Specific functions include developing and revising budgets for technical activities in close coordination with Activity Leads and maintain up-to-date knowledge of budget, which involves coordinating budgets from multiple partners; supporting Technical Activity Leads with financial and technical monitoring of country programs, which includes monitoring and tracking expenditures and advising activity leads on spending; verifying that program expenses are charged to appropriate tracking codes and budget; monitoring and advising on activity burn rates; developing monthly projections to determine burn rates and monitor spending; reviewing expense reports, check requests, and Deltek reports and collaborate with Finance Unit to correct any errors identified, informing finance staff of necessary changes to be made; organizing, editing and ensuring that all contract submissions, including budgets, are complete and accurate; reviewing partner costs to ensure adherence to budgets and plans; assisting technical staff in researching technical documents for the preparation of research briefs for senior technical staff members; preparing, coordinating reviews, editing, and disseminate project related reports and documents, including subcontract and consultant scopes of work, country strategies, progress updates, curricula, and other documents and reports; assisting in preparing project-related documents (subcontracts, subagreements, purchase orders, and Memoranda of Understanding) and in managing subcontracts and sub grants; facilitating consultant approvals and paperwork, including identifying, interviewing and hiring consultants, managing consultant expense reports and invoices, and ensuring accuracy and adherence to contract; overseeing all domestic and international project-related travel processes; working with Activity Leads to ensure IntraHealth and USAID policies and procedures are followed; coordinating logistics for large scale Project events and staff meetings, including international workshops; researching, pursuing, and documenting cost share opportunities, work with technical staff on a quarterly basis to ensure cost share is collected; creating, monitoring and updating Project operational documents; including cost share tracker, consultant matrix, and subcontractor summary; managing and organizing Project SharePoint sites to ensure they are utilized efficiently and effectively and acting as a SharePoint resource for Project staff.
Requirements include Bachelors degree in related field with 3-5 years of related experience in finance, administration, and management, developing and tracking budgets, logistics and operations; experience with USAID-funded projects highly desirable; strong oral and written communication skills, including editing skills; excellent organizational skills detail oriented and accurate; excellent word processing skills and proficiency in Word, Excel, Power Point and Microsoft Office Suite required; comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines.
